Countering violence and intimidation
Prevention plan implemented in area elementary schools
Countering violence and intimidation. This is the mandate the Table de concertation jeunesse Bordeaux-Cartierville (Bordeaux-Cartierville youth roundtable) took on when, in January 2007, they started a prevention project in the neighbourhood’s elementary schools – a great example of a local initiative.
“Violence in all of its forms has been and will continue to be present in schools, but it is useful to equip everyone to better address this problem,” said Valérie Michaud, the program’s assistant coordinator. The program, “Un milieu ouvert sur ses écoles,” was established in 2001 to develop a partnership between social workers, parents, and schools.

Thanks to a $166,000 grant over three years from the National Crime Prevention Centre, the project was able to take form in January 2007.

Since then, over 3,000 children, teachers, educators, professionals, social workers, and parents took on the problem. According to Michaud, this is the project’s strength: it does not only address the youth. “We are taking coherent action together to proceed with a solid action plan and to send a clear message: intimidation and violence is unacceptable and we want to stop it.”
Concrete action
Four workshops conceived by Alexandre Beaulieu, director of the behavioural sciences at the Université du Québec en Abititi-Temiscamingue, and Catheryne Lord, a social worker in violence and intimidation, recently took place with students at neighbourhood elementary schools (Alice-Parizeau, François-de-Laval, Gilles-Vigneault, Louisbourg and Ste. Odile).
The first workshop, entitled “The message is clear,” shows young people the importance of communicating discomfort or disagreement when they are victims of violence or intimidation. The second particularly concentrated on the role of witnesses. Michaud said the “general rule is, the situation stops within seconds of a witness getting involved.” They explained to children when the best moments are to denounce acts of violence or intimidation. The third workshop focused on conflict mediation, and the fourth covered cyber-bullying, which is characterized by personal attacks or threats on the Internet (blogs, MySpace, YouTube, Facebook, etc.). Michaud observed that the children denounce these acts more and have a “clear message.” She underlined that “the program works very well” and that the youths now take initiative. Further projects have been submitted to the community school parties present in each neighborhood school. They will work in tandem with community organizations and institutions.
And in high school…
In response to the experiences in the elementary schools, a similar projects will be implemented in high schools throughout the summer. A violence and intimidation prevention program at the high school level will complete the work down my community relations police officer Stéphane Eid from Station 10.
The assistant coordinator of the “Un milieu ouvert sur ses écoles” program promised there will be “many other good initiatives between today and December 2009,” when the National Crime Prevention grant will expire.

In the government of Quebec’s action plan: Violence in schools: it’s worth it to act together, which was presented on April 21, education minister Michelle Courchesne suggested each school come up with a local intervention and prevention plan, and a violence treatment plan. Bordeaux-Cartierville is taking the first steps.
